I called around a while back, and as i recall i could go to an extinguisher service guy (runs the company from his house iirc) and it'd be a bit less for a co2 refill I don't know about 10# tanks. I'm in the atlanta area and brew depot charges 16 bucks to refill a 5# tank The old shop i used to go to charged me like $30 to do an exchange

If you're not getting food grade you will probably have trace amounts of harmful elements w/ each fill.
